When I want to watch anime, I usually go to kissanime.com for streaming (It's free), but there are plenty of other websites out there to use.
When I want to find anime to watch though, I use Myanimelist.net as a user posted above. The anime you like depends on what you're into, with me it depends sometimes. Some days I may want to watch ecchi (perverted, sexual innuendos) and stuff like that. I could always recommend you to watch Angel Beats!. That's one of my favorites.
It is free, you CAN pay if you use things like CrunchyRoll (subscribe to it.) But generally, no one really pays for anime if you're a casual watcher.
