Website Developer

I know i haven't made a post on this forum in a very long time, but that's because i quit RuneScape a while back and changed games, well now i'm managing servers for Counter-Strike: Source and well the Owner & Founder of the clan I help manage said we need a Website Developer, who is familiar with HTML and PHP coding as well as the scripting language Perl. We are willing to pay $40 - $60 is our budget after purchasing the website + Hosting + Servers (Monthly) we don't know if we are able to boost the price at this point in time, but if anyone could help us we would be grateful.
