What do I do in this situation? Scammed?

I recently lent the member @Pills $20 in exchange for $35 that was supposed to be sent today on 7/24/2014 in the morning.

We did the whole deal on site and he claimed he will have the money today. He has since gotten banned and I have no other way to contact him.

So should I refund my money on paypal or does anyone have another way to contact him?

I've tried contacting him via the email address he sent me for his paypal account.

I've looked, I see that he contacted a few members through kik so I might have to contact them and ask for his kik when they're online.

Sorry for my wording, I meant gave away as in gave his username to people who wanted to contact him.

Also, Paypal is having some problem and doesn't let me resolve the problem in the resolution center with a claim.
