What does the "+" mean beside some users names?

So I've been seeing quite a few users with a + beside their name.
Example: @Michael+ , @Shift+
Does this signify that they have power+?
If so, does changing their username to have a + beside it make available the original? So for example, if my username was Mojo+ , would that make "Mojo" available? Thanks in advance for answering my questions

Means they are power+ . they have highest upgrades. i have it as well but i wear a SE UB.

It's the highest upgrade you can get, you have to contact Philly and you need to have master donator award.
