The operating system is a disk that you install. It should run you about $30.

What OS are you running? Win7 Home Premium is like $100 and that's the cheap version.

I'd go with the second build and throw a cheap-ass GPU in it so your CPU does't have to do that much more work.

I would spend more money on a good graphics card. Also Intel would be a better processor.

I got it cheap through a friend. You can find it for pretty cheap if you look online.

I'd say the second setup is better, but what about the graphics card and the operating system?

Intel is better in the high-end market but AMD is more cost effective.

The first build would be better with a Radeon 7770 ghz edition.

The second build has an APU (CPU & GPU combined rather than CPU & GPU seperately) with APU's you can add in certain graphics cards to run in sync (otherwise called Crossfire) to work with the GPU built onto the Processor.

Also Doc there are always ways of 'obtaining' Windows operating systems.

AMD is probably a better option at such a low price bracket. Honestly OP, if you've only got $400 to spend, I'd save up more before investing in a PC.

The second is defiantly better if you add your own GPU of course.
