Settled insanity is a substitute for the insanity plea and substance abuse. It is used when an individual charged with a crime attempts to avoid or reduce sentencing by claiming insanity at the time of the crime due to substance abuse. Substance abuse is classified in "Diagnostic and Statistical Manual of Mental Disorders, fourth edition" (DSM-IV) as a mental illness, but a difference exists between mental illness and insanity. wildblue internet
