Well their region for their account would have to be Germany so unless you find someone who is German it won't matter. The extra accounts you add to the family need to be German. The purpose of the purchase is mostly to have a main account, and to have CoD Elite. The other three spots are just extra incase you want to make more for yourself or let friends or family play.
