But arguably giving an award for shit posts is a lot different than giving an award for breaking a major rule which could encourage scamming.

No, I'm stuck in a world where words have meanings and people understand them. Amnesty means to forgive. The OP made the suggestion, because he feels that EVERYONE who was banned should be FORGIVEN. Adding a group would be effective if you made it stick as their default, but then they would not be COMPLETELY forgiven. If you don't UNDERSTAND, don't try to act like you do. An award is NOT the same as a userbar in this case, because an award is effective in ANY situation.

I feel that a scammer award should be added, and given to those previously banned for scamming.

An award is something given to define excellence. Scamming isn't an excellence. And besides, if they're given an award, and people don't know what it means and would have to go to the extra step to find out how.

-Scammer userbar (easily read and understandable by new members)
-Start with -10 rep & vouch (or just ban from marketplace)

To many people are going to small time scam for the award, it's the same reason we don't have a "flaming" award, people like Ireppgold try to hard for them.
