Depending on the communities response, I may present our case to Philly.

I vote for the site to have Black Hat!

i dont know. a black hat section would be cool. but only onyx members should be aloud to view it or something for we dont get a shit tone of LQ members.

This would be awesome. But, maybe only Donator, or upgraded members or maybe 100 posts to post in there.

Blackhat section? It would have to include the whole forum, not just one section labeled "Black Hat Activities" and let people just spam it. And you forgot that Philly is using Host Gator an U.S. host that doesn't allow such activities so Philly would have to find a good offshore host which are sometimes hard, transfer hosts = long process and then get the legal documents such as disclaimer and a better privacy policy. This defeats the whole purpose of Black Hat on FK. It's good the way it is right now.

I really don't think FK should introduce Black Hat. It makes the forum look really bad (not to mention it can get FK into an extreme amount of trouble if someone puts some deep web crap here).
