This is indeed most likely fake but just because they're an agent, regardless of which agency, doesn't mean they don't use stopwords or sound unprofessional at times.
It's a voicemail. Since you're not getting a response and you're essentially talking to yourself it's common to rely on stopwords like "uh" etc.
