This sounds like a fantastic idea to give back to the users, however, I personally think it would be better if raffles were held every so often. Maybe every other month.

Money going to a monthly raffle prizes could also go to exclusive plugins to improve the forum and increase its uniqueness. That's just my $0.02.

Other than that, this is a very solid idea.
