I feel your pain, PayPal can be a pain in the ass over the littlest of things, but having fake info attached to the account is just a limitation waiting to happen. It really is your own fault.

I am overage but that's my dummy PayPal in case someone charges back but no one has ever charged back and it still got limited

Use real information and verify your account and you won't have much trouble if you choose carefully who you accept paypal from.
I've made thousands of dollars on paypal with zero disputes.

It only takes a few bucks to get an id and proof of address made to verify it with fake info

PayPal has never been a problem for me.
I've done tens of thousands of dollars worth of transactions both receiving and sending.
People give PayPal such a bad reputation even though they're usually the ones at fault.
I've never used a dummy account and disputes have never been a problem for me.
