How many accounts can 1 paypal pay for?

I'm trying to buy membership for my main (with my 2nd paypal) and it keeps saying "payment failed" even though I have £24.70 in there. When I try with my main paypal account it says "You are already paying for one account, please verify your account to buy more".

How many accounts can 1 verified paypal pay for?

I don't know if this does anything or helps in anyway, but, if you have set that you live in Japan (lol) for some reason when you made your paypal and you say that you are from USA in the runescape membership page, it might stop you. Idk actually.
Change the currency?
Check if the country is right.

LOL it's funny because it's true. And yeh I'm pretty sure it doesn't mater if you have 3 accounts on 1 paypal or whatever, it shouldn't make a difference
