For one, the police line was most likely being phoned about y'know the two towers being all damaged and stuff. They're not gonna come and get some "young guys, messing around." Also, where did it say in the source that they were Israeli agents? It clearly said, Israeli citizens. Israeli citizens doesn't mean they ARE a Jewish ethnicity.
