you have to be a member to get skill cape, you can get the mining skill cape from here.

Yeah you're right. That is for the smithing cape.

The mining cape can be purchased at the Mining Guild Entrance. A dwarf will demand 99K for it. And euhm, I'd suggest using lava titans over pack yaks as you'll mine much faster.
