Yes you can be able to play on this no matter the location. But you will have to go on a PC game supply site to buy the psn cards for region of the account to add funds onto the account.

I suggest using Play-Asia. They're the only site (so far) that I've been able to find Taiwan region PSN cards. Unfortunately they're not officially released yet. I pre-ordered my card.
