he is saying that if your referral is inactive for a day dont rush to recycle it as he hasn't clicked only one day. Wait for the second day, he doesn't click on even second day then wait for the third day, and if he even doesn't click on the third day then recycle that useless inactive rented referral. Hope it helps

I think this is not a wise decision to renting continuously without upgrade your account. When you will upgrade your account you will pay a little low for your rent referrals and you will receive $0.01 per click from your referrals. So before upgrade 100 referrals are enough.
