Paypal question

About a year ago I was -$15 on my paypal balance. I never took care of it, but recently I decided to fix that debt but I can't log into my paypal and it wont let me recover my account. Does this get forwarded to a collection agency or was it automatically paid off if I had a bank account linked to it?

They probably revoked all access to your account and given you had a bank account I believe they have legal rights to take it from there.
