They are consider "Potions" while you are staking. Not consider food.

can i use it while not staking? is it actually unlimited or is there just ALOT ? do i pay for all of the food?

You can use it anywhere, but it helps your staking percentage go higher. If I give more information the method probably would be given away. If you are interested, just buy it and find out.
