[SUGGESTION] Member of the month, something similar.

Should be a number of things taken into account for MOTM.

1) Activity around the forum
2) Helping other members out
3) Whether they help with things such as MM'ing, finding multis etc

Otherwise you are just going to have people spamming.

That's what I was thinking, Decent activity (not spam, not GLWS on every post, that dequalifies you) stuff that actually mean something to the thread and help out the thread, good conversations and respect for other members.
Helping members out on the daily, especially new members.. give them tips rather than watch them get spammed with -45 for one silly mistake they made
Finding multi's is a top one too, or reporting threads that are not allowed as soon as.. little things that could help the forum out a lot.
