No, you won't.
This suggestion is asinine. You are suggesting we get rid of the Scammers Bay? The Scammers Bay is effective without off-site deal disputes and getting rid of that forum would be preposterous.
There are a few reasons why I personally think the off-site directive was implemented. Every user is aware of the risks of dealing off-site. They are choosing to deal off-site, which they should proceed to do at their own risk. Don't forget about ForumKorner's private messaging system, I am sure you are very familiar with it. Users have the option to deal via the PM system or deal through another means of messaging such as instant messaging. If you're aware of the risks and you neglect to deal through the PM system and get scammed, why should we tend to your deal dispute?
The other reason would be regarding impersonation. It is a lot more difficult to regulate impersonation cases off-site. Yes, it can be done, but how accurate would we be at determining it? What if a user is really being impersonated and the impersonator scams another user and the user being impersonated is banned? That would be a technicality on our part because we cannot justify for certain that the user banned wasn't being impersonated. It would be a conundrum.
I must express my confusion towards this ridiculous suggestion with a GIF:
