They're not going to pass up on an extra $5 a month per member, especially if we dont hit the required amount of votes for it to be free. That's like saying "oh we got 250,000 members to vote so the price should be $5 per member... lets just not put the $5 and let them play for free." ($1,250,000 out the window if there are actually 250,000 people willing to pay for it)

It's a business, how else are they going to make money?
If there's a way they gain money they will most likely do it.

But doing the 2007 server is mainly to bring more players back, therefor some of them as most are like 15 will get scared away paying extra for the server and won't worry about playing at all.
In which jagex will lose that membership altogether.
