I got scammed for 400 by 1337 for Citizen as well... and my tag Indians got turboed earlier this year too.
 
I did some research. Found out that it is owned by @Hash, not banned, and he has no intent on selling it legitimately (he wouldn't take pp, only crypto with other party going first). This thread can be closed, that information is confirmed.
